It was the track and racing secretary that were responsible for it. The racing sec used to be one of the part owners of the track before they sold it to Penn National Gaming. Why PNG let him stay working is anyones guess. Everyone thought PNG was going to do so much to change things as far as the dogs- they have done nothing. They have let this idiot racing sec play his usual games when it comes to intimidation of the kennels.
PNG has let that racing sec get away with many things that the trainers have complained about. Trainers have even gone to the state for assistance- the state can't do anything because there are no rules here that were broken- because there are no rules.
Make no mistake, this is not just SOKC that runs things like that. Then there are tracks that go the other way and choose to follow rules of racing like the other states. It's kind of like the "good" dog people and the "bad" ones- the same applies to the tracks.
PNG has bought themselves a "bad" track and are trying to put lipstick on a pig.
Itimidation by the tracks does happen. You would be surprised at who and how many trainers and kennel owners will back down and let there dogs do things they know aren't right when they are threatened with losing a booking.
Russell didn't. He figured out a way to get his dog scratched, the others could have too. Guess they would rather give in and risk hurting their dogs. It's not the first time I've seen him stand up for his dogs.
